In this work, the genesis of the crisis in the education system is being investigated. The crisis phenomena in the educational system and the key factors of their proliferation are revealed: the bureaucratization of education, the introduction of organizational innovations under the influence of external actors and their agents within the country; the uncertainty of moral ideals of the individual and society; the deontologization of a person; the introduction of free market principles into educational relations alien to these principles. The urgency of revising the main vector set for education reforms has been noted. The need to identify the beneficiaries of the reforms and to predict their consequences is emphasized. To overcome the crisis, the concept of Universal Semantic Code is proposed.
