In this work, the current state of the education system of the Russian Federation is analyzed in the context of the formation of human capital. The main requirement for the quality of human capital is determined. The condition for the effectiveness of the education system as an object of investment is formulated. Using the system of indicators proposed by the authors, the current state of the education system of the Russian Federation has been assessed. The trends of its functioning that were established under the influence of a changing external environment are revealed. The main problematic issues of the Russian education system that create risks for the development of the country’s human capital are formulated.
