The ideological foundations of the civil society institution, which have undergone significant changes, while strengthening its position due to the axiological congruence of embedded meanings, are considered in detail. The possibilities and essential characteristics of civil society and its elements capable of remodeling sociality by reducing tension and pressure from power structures are analyzed. Particular attention is paid to the role in the harmonization of interethnic relations, first of all, of committees as unique elements of the institutional architectonics, as well as of the institution of national and international law, on the basis of whose norms the states can create an architectonics of supranational and international level, borrowing and adapting advanced ideas to their realities. In the conformity of the political establishment’s practices to the legal and regulatory framework enshrined in the country is seen a diagnostic sign which shows the actual situation in society with regard to a specific cross-section of topical problems. In conclusion, the directions of forecasting institutional transformation have been outlined.
