Human resources development is a key factor of success for organizations seeking sustainable growth and competitiveness in the global market. The authors consider the concept of ecosystem approach to the development of human resources, which includes the opportunities and perspectives of all stakeholders focused on the development of the real sector of the economy. An organizational and economic model of human resources development is proposed based on the ecosystem approach that includes the interaction of public administration, educational institutions, scientific and industrial organizations. The ecosystem of human resources development should provide support and accompaniment by both formal and informal means; promote effective interaction and cooperation at different levels, which will lead to the development of human resources. Based on the analysis of foreign experience, the conclusions have been made on the proposals for the formation of an ecosystem of human resources development and the directions of its development. The formation of such an ecosystem allows creating conditions for more efficient use of human resources, for labor productivity increase and innovations stimulation, which eventually contributes to sustainable economic growth and the population life quality improvement.
