Исследуется роль научно-образовательного и производственного потенциалов как основы устойчивого развития муниципальных образований. На примере городского округа г. Рыбинск (Ярославская область) разрабатываются практические механизмы укрепления данных потенциалов через кооперацию ключевых стейкхолдеров. Цель исследования — проанализировать научно-образовательный и производственный потенциалы территорий и выработать механизм их укрепления для обеспечения устойчивого развития. Задачи исследования: обоснование двойственной экономической природы образования как частного и общественного блага; выявление и анализ интересов ключевых стейкхолдеров (государство, регион, муниципалитет, вузы, бизнес, население) в развитии потенциала территории; определение перспективных форм кооперации между вузами, бизнесом и властью. Методология исследования основывается на теоретическом анализе научной литературы, матричном методе структурирования взаимосвязанных факторов (по уровням анализа, проблемам, инструментам, результатам), а также анализе стейкхолдеров для выявления и согласования их интересов на примере конкретной территории. Научная новизна заключается в разработке комплексной матрицы факторов формирования кадрового и научного потенциала, а также в применении подхода анализа стейкхолдеров к социально-экономической системе конкретного муниципального образования (г. Рыбинск) для выявления конкретных интересов и объектов финансирования каждого участника. Основные выводы: эффективное и устойчивое развитие территории возможно только при согласовании интересов всех ключевых стейкхолдеров. Перспективные формы кооперации — целевая подготовка кадров, создание совместных лабораторий и исследовательских центров, стратегические партнерства по модели «тройной спирали» (вуз — бизнес — власть). Дальнейший рост конкурентоспособности и инновационное лидерство территории требуют усиления межсекторного взаимодействия, стратегических инвестиций в человеческий капитал и цифровизацию.
In this work, the authors examine the role of scientific and educational and industrial potentials as the foundation for the sustainable development of municipal units. Using the evidence from the urban district of Rybinsk (Yaroslavl oblast), practical mechanisms for strengthening these potentials through cooperation among key stakeholders are developed. The objective of the study is to analyze the scientific and educational and industrial potentials of the territories and develop a mechanism for strengthening them to ensure sustainable development. The objectives of the study are to substantiate the dual economic nature of education as a private and public good; to identify and analyze the interests of key stakeholders (government, region, municipality, universities, businesses, and the population) in developing the territory’s potential; to determine promising forms of cooperation between universities, businesses, and government. The methodology of the study is based on a theoretical analysis of academic literature, a matrix method for structuring interrelated factors (by levels of analysis, problems, tools, and results), and a stakeholder analysis to identify and align their interests within a specific territory. The novelty lies in the development of a comprehensive matrix of factors shaping human resource and scientific potential, as well as in the application of a stakeholder analysis approach to the socio-economic system of a specific municipal unit (Rybinsk) to identify the specific interests and funding targets of each participant. Key findings: effective and sustainable development of the territory is only possible with the alignment of the interests of all key stakeholders. Promising forms of cooperation are targeted personnel training, creation of joint laboratories and research centers, and strategic partnerships based on the “triple helix” model (university-business-government). Further growth in competitiveness and innovative leadership of the territory require strengthened intersectoral collaboration, strategic investments in human capital and in digitalization.
