В условиях перехода к экономике, основанной на инновациях, и обострения международной конкуренции ключевое значение приобретает интеграция научных исследований в производственный сектор, что делает актуальным исследование научно-производственных комплексов как системообразующих элементов инновационного развития. Цель исследования — разработать подходы к управлению инновационными процессами на предприятиях научно-производственного комплекса (НПК), систематизировать и классифицировать предприятия по их роли в инновационной деятельности. Методологическую основу исследования составляет обзор теоретических источников, исторического опыта формирования НПК, используются методы сравнения, обобщения и системного подхода. Результаты исследования: прослежена эволюция НПК — от советских научно-производственных объединений до современных наукоградов и технопарков, выделены их отличительные черты. Предложена классификация предприятий по их роли в инновационном процессе, определены ключевые факторы эффективности их функционирования. Выявлены системные проблемы, препятствующие развитию комплекса, обозначены направления их решения. Предполагается использовать результаты исследования при разработке стратегий управления высокотехнологичными производствами и программ развития инновационной инфраструктуры.
Under conditions of transition to innovation-based economy and growth of international competitiveness the integration of scientific researches into industry sector is of key importance, which substantiates the relevance of studying scientific and production complexes as system-forming elements of innovative development. The aim of this study is to develop approaches to management of innovation processes in enterprises of the scientific and production complex, to organize and classify the enterprises in accordance with their role in the innovative activity. Methodological basis of the study is the overview of theoretical sources, historical experience of scientific and production complexes formation; methods of comparison and generalization and systemic approach were used. Results of the study: the scientific and production complexes evolution was traced, from Soviet-era research and production associations to modern science cities and technology parks, and their specific traits were singled out. A classification of enterprises by their role in innovation process has been proposed, key factors of their effective functioning have been determined. System problems hampering complex development were revealed and the directions for their solving were traced. It is supposed to use study results in strategizing high-tech industry management and innovation infrastructure development.
