Актуальность исследования обусловлена тем, что концепция научно-производственного комплекса лежит в основе современных стратегий России по технологическому суверенитету и интеграции науки с производством. Идея научно-производственного комплекса как базиса развития подкрепляется обновленной Стратегией научно-технологического развития РФ (утвержденной в 2024 г.), где сделан акцент на неразрывной связи науки, образования и промышленности для независимости государства. Новизна исследования заключается в том, что выявлены и проанализированы основные направления поддержки научно-производственных комплексов, обнаружены противоречия в политике поддержки. Цель исследования — выявить возможный дисбаланс в развитии и поддержке научно-производственных комплексов как приоритетном направлении государственной политики в области науки и техники. Сделан вывод о том, что для успешной реализации и обеспечения экономических эффектов (достижения технологического суверенитета) требуется продолжение поиска эффективного баланса в дизайне политики поддержки научно-производственных комплексов преимущественно через финансирование научных исследований и опытно-конструкторских разработок, в которой вместе с тем необходимо избегать существенных сдвигов от целевых инструментов поддержки к косвенным.
The relevance of the research results from the fact that the concept of the scientific and industrial complex underlies modern Russian strategies for technological sovereignty and the integration of science with production. The idea of the scientific and industrial complex as a basis for development is supported by the updated Strategy for Scientific and Technological Development of the Russian Federation (approved in 2024), which focuses on the inextricable link between science, education and industry for the independence of the state. The novelty of the research lies in the fact that the main areas of support for scientific and industrial complexes have been identified and analyzed, and contradictions in the support policy have been found. The purpose of the study is to reveal possible disbalance in the development and support of scientific and industrial complexes as a priority area of the national science and technology policy. It is concluded that in order to successfully implement and ensure economic effects (achieving technological sovereignty), it is necessary to continue searching for an effective balance in the design of a policy to support scientific and production complexes primarily through financing research and development, in which, at the same time, it is necessary to avoid significant shifts from targeted support tools to indirect ones.
