Рассмотрены проблемы реализации конституционного принципа равноправия территорий, особенности принятия уполномоченными государственными органами решений о включении отдельных территорий в состав Арктической зоны Российской Федерации. Дана оценка реализации государственной политики в данной сфере, а также ее динамики за последние десятилетия. Отмечен факт отсутствия единства научного и экспертного сообществ в решении вопроса состава и количества критериев, по которым территории относятся к Арктической зоне Российской Федерации. Выделены основные этапы формирования методологических подходов к данной проблеме. Указано на необходимость следовать принципу повсеместной применимости критериев районирования и принципу смысловой однозначности критериев при принятии решений о вхождении новых территорий в состав Арктической зоны Российской Федерации.
In this work, the problems of implementation of the constitutional principle of equal rights of territories, peculiarities of adoption by authorized state bodies of decisions on the inclusion of certain territories as part of the Arctic zone of the Russian Federation were considered. The implementation of the state policy in this sphere, as well as its dynamics over the last decades was assessed. The fact that there is no unity of scientific and expert communities in solving the issue of the composition and number of criteria by which territories belong to the Arctic zone of the Russian Federation is noted. The main stages of formation of methodological approaches to this problem have been highlighted. It is stated out the need to follow the principle of universal applicability of zoning criteria and the principle of meaningful unambiguous criteria in decision-making on the incorporation of new territories as part of the Arctic zone of the Russian Federation.
