Обосновывается основной тезис о целесообразности понимания идеальных факторов как комплексных детерминант, способных оказывать существенное влияние на социальное бытие. Показано, что не только материальные условия, но также идеи, когнитивные установки, фреймы и ценности способны объективировать программы социальных преобразований. Отмечается, что в современном обществе ведущее место отводится именно институтам, от интерпретативных и регулятивных возможностей которых зависят шансы государств выйти на желаемую эволюционную магистраль развития. Продемонстрировано, что идеальные факторы представляют собой перманентно пополняющуюся базу, мотивирующую (детерминирующую) акторов, осуществляющих институциональные преобразования, к преодолению ограниченной рациональности. Фиксируя внимание на идеях, автор отмечает их проективную сущность, поскольку их реализация на практике репрезентирует модель института, которая неминуемо отличается от первоначального идеального замысла. Автор утверждает, что модель института преломляется через полноту и точность восприятия заложенных смыслов, их интерпретацию и особенности контекста, где она воплощается.
The author substantiates the main thesis of the expediency of comprehending ideal factors as complex determinants that can have a significant impact on social life. It is shown that not only material conditions, but also ideas, cognitive attitudes, frames and values are able to objectify the programs of social transformations. It is noted that in modern society the leading place is given to institutions, on the interpretive and regulatory capabilities of which the chances of states depend on entering the desired evolutionary highway of development. It has been demonstrated that the ideal factors constitute a constantly replenishing base of the actors carrying out institutional transformations that motivates (determinates) them for overcoming the limited rationality. Focusing on the ideas, the author notes their projective essence, as their implementation in practice represents a model of an institution that inevitably differs from the original ideal design. The author states that a model of institution is refracting on the completeness and accuracy of the perception of the inherent meanings, their interpretation and the specifics of the context where it is embodied.
